What CellPhone Plan is best?

I live on the east coast, I need a plan for me and my wife. I need a PDA w/ email and internet for work where as my wife needs just a basic phone. What plan would work well for my situation, would a family plan work? can i get a family plan w/ one data plan? I wont tell you who i use now, but i am not happy w/ there coverage area.
