How can I get guys to hit on me, with out being or looking like a tramp?

I'm about 22, in college and I have a cl Monday thur Thursday. I dress nicely with what I like which is in style, wear a little bit of make-up and of coarse brush my hair well. About a week into the semester I got blonge highlights in my brown hair. Sometimes I wear my gles, sometimes my contacts. I see guys in school and in my cles, and I see one super hot. I'm afraid to hit on guys except friend flirting online, but what can I do to make guys hit on me? As I said they do it online all the time, but the ones that do it face to face are scanky and/or not my type.
