Should I start the Ravens or Texans Defense in week 15 of my Fantasy Football League?

The Ravens will be playing a turnover prone Bears team that is hurting without Hester and many defensive players, plus playing in blizzard-like conditions.. meanwhile the Texans are playing the Rams.. enough said there!! It's such a toss up.. I'm leaning towards the Ravens because there could be low scoring and a lot of fumbles in the snow, possibly def. TD's from the fumbles or INT's.
