The Iraqi public is war weary and the puppet government and its security forces have grown only stronger while the resistance has grown weaker. Add to that the US is still helping this government from super bases that our difficult to attack effectively. Now the resistance can seemingly only target civilians in terror bombings, hardly the kind of power needed to challenge the puppet government. Can the resistance still win, and if so how? If it can't, why not?
